FIA raids in Islamabad dismantle a major forgery network issuing fake Apostille stickers, arresting 16 agents and targeting corrupt ministry officials.
Federal investigators in Islamabad dismantled an organized criminal syndicate issuing fraudulent document verifications, arresting 16 operators from courier services and visa consultancies while hunting six Ministry of Foreign Affairs officials. The network produced counterfeit Apostille stickers, fake government seals, and forged attestation records for citizens seeking foreign visas, higher education, and employment abroad.
The Federal Investigation Agency (FIA) Anti-Corruption Circle executed synchronized raids across multiple visa consultancy firms and courier distribution centers in Islamabad. Law enforcement officers seized high-precision printing machinery, counterfeit Ministry of Foreign Affairs (MoFA) Apostille stickers, official rubber stamps, and hundreds of original educational and legal documents awaiting fraudulent verification. The 16 arrested individuals operated as front-end intermediaries, soliciting desperate applicants who faced months-long delays through official channels.
Subsequent interrogations exposed a direct pipeline into the Ministry of Foreign Affairs itself. Six ministry officials currently targeted in ongoing raids provided internal log credentials, blank sticker stock, and physical access to official verification books. The syndicate charged unsuspecting citizens between PKR 50,000 and PKR 150,000 per document, promising guaranteed 24-hour attestation without requiring the physical presence of the applicant or verification from issuing universities and union councils.
Pakistan officially joined the 1961 Hague Apostille Convention to simplify the legalization of public documents for international use. The framework was intended to eliminate cumbersome, multi-tier legalization procedures by requiring a single standardized Apostille sticker recognized across more than 120 member nations. However, administrative paralysis, frequent technical crashes of the ministry’s online appointment portal, and severe daily processing caps in Islamabad, Lahore, and Karachi created a massive backlog.
This structural failure allowed private visa agents and unauthorized courier operators to establish a parallel attestation economy. Rather than navigating the dysfunctional official system, thousands of students targeting European universities and workers securing employment contracts in the Gulf turned to these private intermediaries, unaware that the quick turnaround relied on forged government seals and invalid QR codes.
The circulation of fraudulent Apostille stickers poses devastating personal and financial risks for Pakistani citizens abroad. International embassies, foreign universities, and Gulf labor ministries routinely cross-reference Apostille QR codes against centralized verification databases. When foreign immigration authorities identify a counterfeit sticker, the applicant faces immediate visa revocation, permanent entry bans, deportation, and potential legal prosecution in the destination country.
This systemic corruption jeopardizes the credibility of legitimate Pakistani academic degrees, professional certifications, and legal documents on the global stage. Until the Ministry of Foreign Affairs implements fully automated, tamper-proof digital attestation mechanisms that completely eliminate human discretion and third-party agents, desperate job seekers remain vulnerable to predatory forgery rings operating within the shadows of the federal capital.
